PROGRESS REPORT OF PLAN C

The problem is essentially of an economic nature, and it can only be resolved within the economic context. To reach a sustainable solution it is necessary to create considerable perspectives for the development of the legal economy in the affected regions.

The coca leaf plays a crucial role in this process, because when the legal demand for this product increases, the illegal demand will loose its attraction.

PLAN C
In the first place the possibility should be investigated to import coca leaf derivates from Bolivia using the same margins as are currently employed by Coca Cola and other companies that commercialize their products in Europe. Secondly, we should find ways to avoid the international legislation that penalizes the consumption of coca leaves and their derivates outside Bolivia and Peru. In these countries consumption is allowed due to cultural motives. We would have to prove that those cultural motives do not disappear when crossing the border.

REPORT ON CND MEETING
The meeting started with a confusing introductory speech from Antonio Mario Costa, in his 8th and last year as Executive Director of UNODC. On the one hand, he warned against the health disasters in poor countries if drugs were legalized in the rich part of the world, on the other, he said people do not loose their humanity or human rights when they use drugs, and should not be jailed or killed because of that. These statements were not incidental. In the corridors of the meeting UNODC distributed documents on the integration of human rights in drug policies;

ENCOD STATEMENT TO THE MALAYSIAN GOVERNMENT
The prohibition of cannabis was installed and promoted worldwide by Western countries, especially the USA, during a period in which they dominated the world. Meanwhile, in most European countries, cannabis possession for personal consumption is not penalised anymore. In a growing number of states in the USA, major law changes are taking place that legally regulate the cultivation and distribution of cannabis to adults for medicinal purposes. It would be extremely sad to see Malaysia continue executing people found in possession of cannabis, while the countries that have installed its prohibition have come to the insight that this is a useful substance whose consumption can be perfectly integrated in society.
