The European Coalition for Just and Effective Drug Policies, is a European network of currently 156 organisations and individual citizens affected and concerned by current drug policies.

Drug policies have a huge impact on society. Current drug laws lead to the criminalisation of millions of law abiding citizens, without any evidence that this is an effective way of reducing harm caused to public health or safety. On the contrary: the illegal environment in which drug production, trade and consumption often take place creates significant harm to the health of both users and their surroundings.

Current drug policies deprive society from benefiting from the positive applications of plants such as hemp or coca leaves, while they guarantee criminal profits, which, according to the UN agency in charge of drug control, can be estimated at 400 billion Euros a year.

We believe future drug policies need to be just and effective, i.e. based on respect for human rights and on evidence.

Among our members are organisations of cannabis and other drug users, of health workers, researchers, grassroot activists as well as media, companies and individual citizens.

Encod fordert einen Wechsel der Drogenpolitik
Zum internationalen Tag gegen Drogenmissbrauch und Schwarzhandel verlangt die europäische Koalition für gerechte und wirksame Drogenpolitiken einen radikalen Wechsel der aktuellen Drogenpolitiken und fordert mehr gerechte und wirksame Politiken, um die Produktion, den Handel und den Konsum von Drogen zu regeln und die damit verbundenen Schäden zu reduzieren. Die Zivilgesellschaft muss beim Entwurf und der Auswertung dieser Politiken beteiligt werden. Encod ist ein paneuropäisches Netzwerk von mehr als 150 sozialen Organisationen und Einzelexperten.

BO: CHAPARE COCA GROWERS CUT TIES WITH USAID

On June 24, 2008 the coca grower unions of the Chapare region in Bolivia announced that they will no longer sign new aid agreements with USAID.[i] This announcement comes after two decades of poorly-focused policies, which did little to improve the lives of the majority of Chapare residents, especially during forced eradication. These development programs also provoked division and friction within the region by dividing communities and linking aid to controversial coca reduction. As a result, it is not surprising that Chapare coca growers made this decision; it is only surprising that they waited so long. Furthermore, the announcement is largely a symbolic gesture; USAID plans to shift the bulk of its already restricted Chapare activities to the La Paz Yungas in the coming year, and Chapare municipalities have found other funding partners.

According to the 2008 INSCR, “Relatively more resources will be devoted to the Yungas, an under-developed coca growing region ….Assistance to the Chapare will continue to decline….” As a result, the number and scope of projects affected is minimal.

It is interesting to note that there has been no rejection of cooperation with the U.S. Narcotics Affairs Section or the Drug Enforcement Agency (DEA) in the Chapare. Coca grower representatives affirm the need for their presence, “because their policy is to fight drug trafficking, like ours, but now it’s on our terms.”[ii] Coordination on cooperative coca reduction and interdiction remain unaltered.
