Drug prevention and information

This page gives a general presentation in three parts:

I) Latest developments

Important notice

On the 2008 Call for proposals "JLS/DPID/2008 operating grants intending to co-finance the functioning of non-governmental organisations", the Annex 2 (budget form) and the Annex 3 (financial capacity) were not working properly when the call was published. Both annexes were revised and are now available. Please use the last versions published on 10 March 2008.

Due to technical problems the Annex 2 and 3 were not working always. Please use the last version published on 19 March 2008.

On the 2007 Call for proposals "JLS/DPIP/2007 action Grants intended to co-finance specific transnational projects, the Annex 4-5-6 (budget form) was not working properly when the call was published. This annex was revised and is now available. Please use the last version published on 10 March 2008.

The annex 11 was not working properly when the call was published. This annex was revised and is now available. Please use the last version published on 19 March 2008.

NEW (10/03/2008): Information regarding Associate partners in Section II.1.2 'Eligibility of partners (co-beneficiaries), associate partners and other parties involved' of the Guide to submitting a grant application has been updated

On 25 September 2007, the European Parliament and the Council adopted Decision No 1150/2007/EC establishing, for the period 2007-2013, the specific programme Drug Prevention and Information as part of the General Programme "Fundamental Rights and Justice". The aforementioned decision was published in the Official Journal L 257 of 3 October 2007.

Within the framework of the Drug Prevention and Information Programme, the Commission has launched the following call for proposal, on the basis of the 2007 annual work programme for the Action Grants and the 2008 annual work programme for the Operating Grants:

  • Call for Proposals JLS/DPIP/2008 Operating Grants intended to co-finance the functioning of non-governmental organisations. The deadline for submission of applications is 27 March 2008.
  • Call for Proposals JLS/DPIP/2007 Action Grants intended to co-finance specific transnational projects. The deadline for submission of applications is 14 April 2008.

II) General context

This programme builds on the EU’s Drugs Strategy and Action plans, the ultimate aim of which is to significantly reduce the social harm and health damage caused by the use of, and trade in, illicit drugs.

The general objectives of this programme are:

  1. to prevent and reduce drug use, dependence and drug related harms;
  2. to contribute to the improvement of information on the effects of drug use;
  3. to support the implementation of the EU Drugs Strategy.

The Programme supports projects and activities associated with the following specific objectives:

  1. To promote transnational actions to:
    • set up multidisciplinary networks that can make a clear and specific contribution to achieving the objectives of this programme;
    • ensure the expansion of the knowledge base, the exchange of information and the identification and dissemination of good practice, e.g. through training, study visits and staff exchanges;
    • raise awareness of the social and health problems caused by drugs use and to encourage an open dialogue with a view to promoting a better understanding of the drug phenomenon; and
    • support measures aimed at preventing drug use, including the reduction of drug-related harm and treatment methods, taking into account the latest state of scientific knowledge;
  2. To involve civil society in the implementation and development of the European Union’s Drugs Strategy and Action Plans; and
  3. To monitor, implement and evaluate the implementation of specific actions under the Drugs Action Plans 2005–2008 and 2009–2012.

The target groups of the programme's activities are all those who may be affected by the consequences of drug use, including: young people, pregnant women, vulnerable groups and problematic neighbourhoods. Other target groups are, inter alia, teachers and educational staff, parents, social workers, local and national authorities, medical and paramedical staff, judicial staff, law enforcement and penitentiary authorities, NGOs, trade unions and religious communities.
