Proposal for a discussion in the 2009 Encod General Assembly

By Jorge Roque, Portugal

Fighting the prohibition of drugs is a war, not just a battle. We have to build and move forward with a front that is powerful in every sense. Current drug policy covers many economic, political, military and social interests, only through a co-ordinated attack by air, land and sea we may be successful.

For a long time, Encod has tried to unite people, institutions and ideas that pretend to change the legal system that is responsible for the torture, imprisonment, murders and oppression throughout the world of all those who suffer directly or indirectly with the situation and/or simply refuse to accept it.

Just by the number of activists who increasingly join this organization and present ideas, forms and strategies of action, so different, it is essential to define and collect these strategies, as well as organize and distribute to those who most identify with them.

So we have to ask 2 questions:

1 - What is the most effective strategy to change the legal system of drug prohibition?

2 - With which strategy would you be willing to collaborate?

STRATEGIES TO END PROHIBITION

1 - POLITICS

A- Belief in the understanding of politicians of the system, attending conferences, audiences and civil hearings that they invite us to, then try to influence them and expect that they change the laws.

B- Start the political process ourselves, improve the message and spread it to all voters to obtain the number of votes sufficient to change the drug legislation.

2 - LEGAL AND CONSTITUTIONAL

Drug laws are contrary to the European constitutions, we may play a constitutional legal struggle at the highest level, denouncing the fact that the rights of minorities are different from those of the majority.

3 - SCIENTIFIC

Historical, anthropological, sociological, "spiritually" man always needed, and will continue to use substances that will expand his consciousness and alter his senses! What is the importance of Scientific Reason? The importance of science in an issue that is considered irrational?

4 - MEDIA, PUBLIC OPINION

It is obvious that the voters who will vote for those who will determine the law, are completely influenced by the media. We will have to expand our fight to the public domain, essentially to demonstrate publicly our reasons?

5 - DIRECT ACTION

Create public street actions to call the attention of the citizen on the cynicism, apathy and falsehood in which prohibition puts all the drug issue. To influence the citizen in order not to fear different solutions than prohibition. Actions such as demonstrations, performances, posters, paintings, graffiti, conferences, slogans, t-shirts, concerts, art events and all the energy and creativity that may arise to disseminate the anti-prohibitionist message.

6- The fight must include ALL these aspects in order to be complete, effective, strong and in this case we must organize and delegate efforts in the sense of covering all aspects?

7. Include all ALTERNATIVE MINORITIES and approaches, which are marginalised by a system of dictatorship of the majority, which imposes the need and desire of the majority. Thus harming minorities, that have a different way of being and a different concept of happiness.

8 – ART as a form of denunciation, objection and presentation of new ways and viable solutions.

9 – The PUBLIC AND CONSTANT DENOUNCIATION of lies, injustice and cynicism. Show the truth, supported by intellectuals and important human beings, no matter if they have consumed drugs or no. To publicly demonstrate the "stupidity" of the authorities that fight against the drugs, that for 40 years have been criticizing the situation and proposes to exactly change it with the same solution! That the fear of drugs should in fact be the fear of the prohibition system.

  • STRATEGIES TO END PROHIBITION

    17 May 2009 17:43, by Alison Boston

My father, the late Reverend Henry Boston, argued for the end to prohibition based on his Christian faith. He was deeply saddened and frustrated by the church’s lack of involvement, and felt that the church had abdicated its responsibility to the state. He believed prohibition of drugs denies the individual the Grace of Jesus Christ.

It’s another argument that may help speak to the religious right.
